Construction Begins in Troy on The Rise® | Collar City Apartments

Construction has officially begun on The Rise l Collar City, a 52,000-square-foot mixed-use apartment building that will replace the vacant office on the corner of Federal Street and 5th Avenue in downtown Troy.
